I am fitting seats and belts at moment on my 2b

I am struggling to understand what the required measurement is for the lower anchor point is?

i have the outer point which comes with the kit but not sure about the inners, would it be easier to go floor mounted?

looked in IVA guide and it says "see note 14", but notes only go top 13!!.

I think you are looking in section 31 "seat belts", My copy has a note 14, its earlier than the one on the government web site.

it reads

Note 14: The “effective anchorage” is any point where the load from a belt would be applied, consideration should be made to the suitability of the seat
to withstand the loads likely to be imposed.
See section 19

It is not part of the current manual, I think its wording is not now applicable although the reference to section 19 "seat belt anchorages" is. I would look carefully at that section for your answer.
