You can "swing a cam" that is move the cam timing before and after the given timing.

It gives you the flexibility to have the torque lower down the Rev range or higher up with associated losses or gains

I can understand you wanting to play with the vernier pulleys and it's a good way of understanding how they work however with standard cams and not setting it up on a rolling road it's academic.

There is a rule of the for setting cams of unknown origin which is, and I quote ....

 

Cam timing with no information

 

if you dont have any idea what the cam is a decent starting point would be to time the cam up so that at tdc the exhaust has 80% or 4/5th of the inlet lift.

You can get the cam timing within a couple of degrees using the locking tools. The extended bolt goes in the left side of the block and stops the crank at tdc. The bar in the cam slots at the back of the cams locks them in the correct position for tdc also. The bar must be good quality, 5mm thick and flat and square. You can then use feeler gauges to evenly take up any slack in the cam slots. Set both verniers at zero degrees and fit and correctly tension the cambelt. Then bolt up the cam pulleys onto the cams. Don't rely on the bar to hold them for bolting up. Use a big adjustable on the cam flats to hold them still while you torque up. Remove the bar and locking bolt. Turn the engine over on the crank pulley nut a few times. Then refit the locking bolt, wind the crank round till it locks and if all is well the bar still slides into the cam slots. Job done. No dial gauge, crank protractor, maths, settings, lift at tdc, full lift at something degrees, etc. Not needed. I'm sure that information exists. You just don't use it.
