A word of warning, we told Dominic when he was 2 ish that his stickyout belly button was the screw that held his bum on, he was caught later on with a perfectly fitting socket and driver from his plastic tool kit shoved on his belly button, turning it whilst looking over his shoulder to see if his bum was comming off.

first set of tools? probably the best time is when the wee one has stopped putting things in his mouth. the taste of a nice hard metal socket is not pleasant. mind you - the faces kids pull when they taste something nasty are very amusing
