Yep, those are cali plates...fairly recent cali plates (the 5 at the start). I have seen that car, just can't place where/when.

 

Oh, now i remember (as was probably obvious to you lotus aficionados), it looks like the lotus 6's i have seen at the monterey historics. Except the suspension is wrong. Wasn't the lotus 6 some type of weird sliding pillar? Here is a picture of a racing lotus 6...definitely not wisbones:

OK, as far as i can tell, the susp, nose cone, dash, seats, and rear wings (were blended on lotus 6) don't look right for a lotus 6. So, either a lotus 6 w/ a bunch of mods or a someone trying hard to emulate one. My guess is the latter. I would say early 90's.

Possibly a 1960 series 1 Lotus 7 A , a clone of the Austin Healey frogeyed sprite with its 948cc A series engine with twin 1"1/8 SUs , plus lots of Hoodie type mods & additions , gauges look like sprite ones from here .
