Minor Forum Update

Due to new bots out that will blast everyone on the forum with spam via PM, I've had to put a new change on to limit the rate at which you can send PM to 1 per minute. RHOCaR members (who have upgraded their account on here) are not affected, sorry about this.

Spam bots appear to be making good headways in to all forum boards at the moment. Some people may of had a PM on here with spam message, PLEASE DO NOT FOLLOW LINKS ETC IN THEM, just delete them and ignore them (well report the sender to me!)
