Yes, I agree that the rules are stupid. Isn't that what governments are for - inventing such rules?

 

As it happened, I found the one guy in Sheffield who dealt with kit built cars and he helped and said that in my case a build up inspection wasn't required.

 

( I can't comment on other cases though. )

I think Alan is technically correct. You may not drive an unregistered post IVA kit car to DVLA. Them's the rules. No exemptions. If you were unlucky enough to be involved in a crash I doubt the person who advised you that you can drive it will be forthcoming with your costs if your insurance company says no deal.

If your local DVLA says they don't want to inspect the car then all well and good. Go in your tintop.

If your local office says you can drive then it's up to you if you do but be aware that you are committing at least three offences. No tax, no registration and invalid insurance.
