As the seller is dealing in cars,see his feedback, then any advert has to comply with the Trades Descriptions Act, and since about 70% of the advert is untrue I would think that the local Trading Standards Office would be quite interested.

Can anybody contact eBay and inform them of the problem. I think as they are collecting commission on this item, they could be liable for negotiating an illegal item? Does anyone know the ins and outs of this.

you can report any listing to Ebay via the website.

The problem with eBay reporting is you dot get the opportunity to properly explain what is wrong, so you are reliant on them understanding what is wrong, which they won't.
