It's not google doing it...tho it is on purpose.

 

The short of it is some guy in seattle w/ a blog decided to get as many people to associate a HTML link to the bush biography w/ the phrase "miserable failure". It seems that all the blogs w/ a anti-war/bush theme (same thing) got together to help him. And if the google search engine sees enough references to a site, "via" a particular phrase, it will begin to associate that site w/ that phrase, even if the site doesn't have a reference to the phrase.
