Tow Settings On Front Wheels

If I set my tracking straight ahead then I have 0 deg, that's fine.

 

If I now adjust both my track rods so I've got 1 deg tow in on both wheels, do I now have a total tow of 2 deg?

 

What I'm asking is; is the 1 deg tow in measured WRT the centre line of the car or is it measured WRT the other wheel?

I am pretty sure that 1 degree toe-in is the total measurement, therefore to avoid having to adjust the steering wheel (assuming like mine it doesn't have splines), the adjustment from 0 degrees toe in would be to adjust each wheel by the same amount, with the result that each wheel has a toe in with regard to the centre line of the car of 1/2 degree.

 

Hope this helps, and that I haven't completely messed it up, but that is my understanding.
