Tim, have you tried it with a bulb in place?

If it is a LED he is using he is lucky to get a charge at all as it is the current through the bulb that excites the alternator in the first place. Some do start up without current being passed through the field winding it just depends if there is enough residual magnetism in the core of the winding. This is one bulb that cannot be replaced with a LED without first making up a cct so as to get the correct current flowing.
