Unless you have the stainless chassis, paint the chassis as soon as you can. This is one piece you don't want to get rusty! As for the panels, they come coated with oil so won't rust straight away. A bit of surface rust will soon come off in the normal panel prep anyway so I would wait until they have been trial fitted and have all the holes drilled in them before applying any paint to them. If you are going to take ages on the build then maybe a quick blow over with some primer should be applied just to afford some protection without getting stressed when it scratches (obviously degrease them first).

 

The reason this isn't mentioned in the Sub-K build videos is that he uses stainless panels. Some indication would have been nice though, I agree.
