For SVA purposes, it's sharp edges that matter. First attempt I had it screwed to the side of the passenger footwell, and it predictably failed. Next attempt i fixed it to the floor just in front of the passenger seat, just under the passenger's knees, this passed because it was in an area exempted from sharp edge requirements. Another possibility might be to attach to the seat back panel between the two seats.
