I have a similar problem with mine and am going to try a quick fix by putting 'spring assisters' into the coils. They are available from caravan accessory shops for around £20 per pair and simply slide in to the spring to effectively remove one coils worth of compression, approx 20mm, which could make the required difference. They literally take 2-3 minutes to fit and are held in place with cable ties. I have used them on several cars in the past for towing the caravan.
