they can ask you to remove covers if they need to know how something is fitted and can't find out any other way. I had to remove my boot cover so he could see how thick the angled metal was going between the outer tubes and the roll bar as I had a reel type belt bolted to it. I did say that it was strong enough and that the top shock absorber mount was bolted to it, But he insisted I had to unscrew to boot cover so he could have a look for himself.

Saying that I only think they would make you remove something if it was a safety issue they were checking.

If you are unsure about anything take a photo of it before it is covered up and have them with you at SVA, could save you a lot of trouble.
