2 Terminals On Stalk

I have two spade terminals on the top of the right hand stalk, can anyone tell me what they are for please?

Only spade terminals on the column stalks I have come across are earths. Otherwise all terminals in the stalks are poles and numbered/lettered. Would be nice to find little number 31 labels close to the spades as that would confirm they are earths and should be connected to a good chassis earth close by.
