When the engine is idling or half throttle or or to floor,the flow though the clear in line filter seems to go from a trickle with the filter not even half full to the odd surge still not filling the filter.Surely the filter should be full with the engine running.

Unless the filter is mounted vertical with the feed at the bottom it will never be completely full and will appear to bubble and serge when the engine is running this is fairly normal
