Build Up Inspection?

Hi Folks,

My first post! Probably not my last either! I was obviously under a mishaprehension that once you had passed your SVA you could get the car registered and reading through the SVA posts I see there is a BUI. My questions are as follows, is this relatively new, what does it entail and what's the point of an SVA test if the car then needs a BUI, or am I missing something.

BUI is more of a DVLA check on vin number, car identity, to see you have reciepts, donor information, proof of where all the parts came from etc to show it's a genuine build and not stolen or full of stolen parts. The inspector can them decide on age related or Q registration. Most people find this inspection lasts about five minutes max and is just a pain having to trailer the car to DVLA for when the inspectors show virtually zero interest in the process.

It's just another hoop to jump through. Do it and don't fret. I don't think it's possible to actually fail.

Thanks Nigel, :D that makes sense I suppose. While on the subject of VIN numbers what do I do? I have the donor car's documents and VIN plate but I guess I can't just rivet it to the chassis and that I have to make 1 up and stamp it somewhere?

DVLA will issue a VIN or you can make up your own (17 characters) but some DVLA stations don’t like you doing it whereas others prefer you to make up your own. (a case of the left hand not knowing what the right is doing again). But no you can’t use the old Sierra one.

I take it you haven't done SVA yet. When you do get a couple of months away from SVA ring or visit your local DVLA to get the ball rolling and ask about what they want from you and about vin numbers, etc.

Often they have a kit car 'specialist' who has qualified by being extremely stupid and having a complete lack of knowledge about kit cars but you will also come across helpful and switched-on peeps. Where is your local DVLA. Almost certainly someone on the board will have recent knowledge and know who you should ask for. Sometimes you can even arrange for the BUI to be done at home.

Re chassis number, I made mine up myself, as have done many others- there are previous threads about how many characters, and what letters/numbers can't be used. I think that once the car is SVA'd with this chassis number, it is in the 'system' and it would be a pain for them to change it then. But BUI/ registration does seem to vary aross the country- Preston have been great with us in the NW recently. HTH, Brian

Hi ,

i made up my own vin number (17 CHARECTERS) using things like my RH invoice no., RH customer no., date of build, model ie rhsc 2b+ etc etc the guy from DVLA said it's OK to use as long as it does not appear on their system for somthing else, this is highly unlikly if you use things only particular to you or your car,

oxford dvla came out to me and did bui about 4 months before sva. issued me with there own specific vin number.

when sva passedin the morning. registered in the afternoon and plates made up on the rd next day.

northampton did my bui , took car on trailer they spent 5 mins looking at the parts list and engine No. then gave my a chassis No. as they said they like to keep the numbers in order, once you have your chassis No. you can get it insured and drive to the SVA or as i did to a pre sva mot, to set the breaks and lights etc + get an expert have a look at your pride and joy

I have been onto DVLA and VOSA about the common policy (but each area has its own interpretation) OH! They do but if you insist like you know better than them they will aquess. If you hit a problem go to my web pages, get the contact details of the DVLA manager in Reading and phone him. He has agreed to field your questions, that is if I can't!

 

First the chassis number.

It is the responsibility of the manufacturer to supply this. (((Richard or Trickey Dickey (Robin Hood)) said to use your invoice number followed by 13 characters to make a total of 17).

 

DVLA should visite you for your BUI.

Give them 4 weeks notice to make an appointment prior to your SVA. If you put your vehicle registration in at this time and the tax applicaction when you pass SVA they are duty bound by their charter to process your application when you present your SVA MAK document. Hey presto you are on the road.

Thanks to one and all, certainly much clearer in my head now! :D I am almost ready to scrap the donor car (all bits for the 2b removed, just some potentialy saleble items to come off now) so what do I do about the V5 etc. Do I register it as scrap, if so how do I keep proof of the age related stuff etc. Will a scrappy take it away without signing it over to him? <_<

Mine was at Preston and seemed to be a bit unusual. I asked the kit-car lady and she said I must not make up a chassis number but get one from them and they would issue it after the BUI. I had to take the car to them for it. It wasn't completely painted and of course it was widdling down. I had covers ted over it and the inspection didn't even involve removing them all (or taking the car off the trailer). Once the bloe had gone through his checklist he disappeared inside without making it clear whether I should follow or not. I was securing the car again to follow him and he re-appeared and asked where the chassis number was. I explained quite calmly (I was quite impressed with myself for that) that the chassis number was one of the reasons I was there. He said "Oh you should ust have made one up".

 

In response I failed to pointout that he'd left his torch sat on the side of the trailer. It's a good one too - a 6 cell maglite (spare bulb not present though :( ).

 

A few days later I got my chassis number and reg number by post. Was quite surprised to get the reg number.

If you have no further use for the donor, ring round the scrappies and ask if they will take the body as scrap metal but not officially scrapping the car as it is a kit car donor and you need to keep the V5. That way you 'keep' the donor alive as far as DVLA is concerned. Logically it isn't scrapped as many of the bits live on in your garage and you are just dumping the body and interior. You will still have to keep it sorn!

This way you keep control of the documents and avoid any problems with DVLA. When I came to register the kit after SVA they asked me for the donor V5 and took it off me.

(About 6 months later I got a reminder to re-sorn the donor! Backside, elbow, brains of a gnat, etc. A letter sorted it. I pointed out that they had the V5.)

Our biggest problem as a community is; every one wants to input their own 10p worth. Sometimes it would better to say nout. Less can be more. I have tried to post a definitive - this is what you do - but the advice is now lost in a mass of corruption from experience with those who don't know, but should.
