my daughter has moved into her new house and this is on the wall at the top of the stairs

What is it??

It has 2 small wires coming from it going into wall and abit of circuitry inside.

Yep, looks like an alarm sounder extension box, either fire or burglar. Probably not much more due to the size of the wire, similar to standard bell wire.

as an elcectrician and alarm installer i can confirm it is a sound bomd/internal sounder for a house security system
