hello all,

 

I have recently bought a robin hood kit car as an unfinished project, is there any way of telling what type it is I've got, serial No on chassis for instance, or is it just the style of the car, I'me assuming it is quite old as it has a 1979 escort Mk 2 1600 engine in it. this is all quite new to me as I usually race autograss open wheel specials. any advice would be much appreciated and also before anybody says post some pictures, which buttons do you click on to upload the pictures.

Hi Mark,

Welcome to the mad house.

 

A photo of the front suspension and possibly back end will enable us to identify the car type as others have said.

 

Please make sure you have a good set of photos and an agreed build decleration from the previous owner which MUST state he is an amature builder.

Keep a diary of all the bits you take off. When you come to IVA the car YOU have to prove it was built by an ameter from start to finish.

 

As tou say the engine is not the usual for a 2B but would not exclude this option.

thanks very much for the info, in response to the points Alan brought up, the car was originally built by a retired engineer but illness prevented him from finishing it. It was then sold to a guy in Carlisle, who seems to have tinkered a bit and slackened every nut and bolt before selling it to me. so would a declaration from the guy in carlisle be sufficient for the IVA or would it be needed from all previous builders.

When the time comes to apply for the IVA you will complete a amateur build declaration found here

There is an option to declare that you bought a part built kit etc.(Section 1.4)

 

And You make this declaration to the best of your knowledge and belief.

 

Since no one else (other than you) can be made liable for a false declaration no one else other than an applicant for a test has to make any declaration at all.

 

You do not need to show that the vehicle was built by an amateur from start to finish.

 

You only need to show that a substantial part, of the construction, assembly or modification was carried out by you (an amateur and the relevant individual) or by you and one or more other relevant individuals acting on your behalf and under your direction.

 

So you family and friends can also help too.

 

The authority for this comes from The Road Vehicles (Approval) Regulations 2009 S6 (1) b ) http://www.legislation.gov.uk/uksi/2009/717/contents/made

 

This is where section 2 of the declaration comes in to show the substantial parts that you have fitted the chassis/body. (see section 2 of the Declaration)

 

It sounds like you might be (re)-fitting or updating most of these items. ;)

 

Take some photos of you in your garage with tools in hand admiring the bits you are fitting to support your declaration.

Well I did say it was a mad house!

 

I refer to the post by OZZ above and mine above that.

 

During the first week of December 2012 I spoke to Mark Vickers (again). During the conversation he led me to believe he is the sole DVLA Technical officer for Kit Car IVA's at the moment (normally 3 in summer). He explicitly said he needed a signed statement from the previous builder in the case of part built vehicles, to the fact that he was also an amateur. Signing the declaration (IVA-ABD) was insufficient to prove the car had been totally built by an amateur. Mark Vickers will look at the photos to see if he can see a build progression. Mark Vickers emphasised it is YOUR responsibility to prove (to him) the build status.

 

Obviously I know this because because there was a problem with an IVA application I was involved with (now resolved) so I just want to pass on the information, not have an argument over the forms which I know well.

 

What OZZ has said is by enlarge how the forms can be interpreted.
