Looking at the position, the compound curves, and stainless steel , i would entrust this to a specialist fabrication shop specializing in s/s, perhaps someone from the club in your area could oblige with some contacts. If not I could recommend a top fab shop in Brighouse .

If a plastic one will do then its easy all you need is a steady hand and some good stainless steel blades on your angry grinder, oh and plenty of masking tape incase you slip!

If it was me doing it, I'd start off by getting myself a big polished stainless steel wok or a shallow stainless roasting tin.

I'd cut in in half so it was open at the back (or front) to let the air in and then I'd get the tin snips out and trim it so it matched the bonnet profile. Bit of small chrome edge trim around the cut adges and rivetted on with a couple of tabs underneath.

I'd leave it as it is, water ingress may be an issue but only a minor one (my carb stuck out like that for many miles in the rain and was fine when properly oiled). Any attempt at a scoop is likely to end up looking like an eyesore, speaking of sore eyes you ought to cover the occupants faces
