When I removed the filter to fit a pancake one I've seen it has square tops on both chokes, so now I'm sure it's a 32/36 weber. Very helpfull thank you very much

Hi Paul, if it really is a 32/36 (sounds likely) then the second choke is mechanical.

 

Get someone to operate the throttle whilc you watch the linkage.

When the first choke is about 1/2 open, the linkage starts to operate the second choke.

It should be easy to see if its working or not.
