Have you got 16mm hose from pump to inlet manifold fitted?

If so this can be the highest part of the system, I fitted a T piece with small cap which I fill to eliminate air

I would think a header tank would help as the radiator will be lower than the water jacket in the head

did put a thermostat in today it seems to have worked fingers crossed the rad is hot at top and not as hot at bottom but hot still and fan kicks in so ordered new gauge and sender as the gauge went of the reading so ona wait till new gauge gets here and see what readings are.

my pipe from the water pump goes around the back of the engine to the inlet manifold.

 

I run a civic rad. a 80 degree stat and it never goes above 90 . so theres an issue somewhere.

 

and pics of the engine bay pipework may help someone identify a problem

not sure if everything is wired right now the temp gauge gets its reading from the sendor in the head and says 100+ the fan switch is supposed to kick in at 93 but not sure how to check temp in rad.
