You are adjusting the length of the outer with the ratchet released aren't you?

 

The later escorts MkIV used the same system but with a sort of grub screw that moves the quadrant rather than relying on a spring and ratchet pawl. The quadrants even still have the teeth - just not used. Might be worth looking at the pedals from those.

If you are using the sierra pedal box, the ratchet and pawl are fitted correctly, the tag that lifts the ratchet hasn't been bent or lost then when the pedal is lifted there should be a strong spring that tensions the cable inner, not releases the tension. It works fine in a sierra. Outer cable length may need spacing to get it back into the ballpark length to allow it to work but it should work fine. The spring pulling the quadrant back when your foot is off the pedal tensions the inner cable sufficiently to press the release bearing onto the diaphragm splines to stop it rattling.

Check it's all assembled correctly and working as it should. They can need two inches of spacers from housing to cable outer because the hood changes these dimensions so much.

I'm a little lost with this topic ,some thing isn't right some where,to adjust the clutch on my car I let the pedal go from fully depressed quickly [engine not running!] the spring on the quadrant takes up the slack ,the pawl engages and the adjustment is made or I lift the pedal so that the stop does the same thing. Has the spring broken ,become weak [doubt full they usualy break] has it become detatched?,was one ever fitted ? . is the bulk head flexing ?, If you do away with the quadrant and rig a system with say an adjustable cortina cable you will jet away from the prob be sure to have a spare cable with you at all times if it as special or one off ,as I posted earlier there must be thousands of cars still using this system with no problems. I had the same problem, & changed cables, welded tubes etc. Eventually I found that I had broken off a tooth on the quadrant just where the rocking pawl contacted it when first depressing the pedal, which went down about an inch extra, then didnt pull enough cable to release the clutch.

I bought the quadrant which had a shallower groove (bigger dia) & its been fine since.
