Sorry To Panic Everyone One But ....

Am I been unusually thick, even for me. Everybody paniced before SVA came in saying it would be the end of the kit car industry. Result industry thriving, probably better than ever! So what is the panic (and apparent infighting) about now?

Granted I bought my kit before SVA came in and I now think I should shift my but and finish it before SVA finishes, but that's only me being tight 'cos I don't want to pay any increased fees.

If anybody thinks I really am missing something please advise.

As for ACE and his information some of which will get people more confused than they are already. But what do you expect from a man who says his car is a 3B (no offence intended but just couldn’t resist) :lol: :lol:

 

At the end of the day it isn’t going to make much difference to most of us except for cost.

What a disappointingly aggressive response from ACE, especially given his info is incorrect.

 

I too have had the official newsletter from VOSA, it is clearly worded and robinj66 is quite correct in everything he writes.

 

SVA applications accepted till 28th Feb 2009, SVA examinations done till 29th April 2009. If it fails, 6 months to have an SVA retest.

 

If your application is received after 28th Feb OR your initial examination is not seen till after 29th April, IVA rules apply.

 

 

Simple.

I'm sorry that you felt my reply was aggressive, I hoped it was more 'assertive' :) I have today spoken with the head of SVA and he has told me that the whole BIVA / SVA is in a state of ( continuos ) flux, it WAS meant to be a one day swap over. It had taken lawyers intervention to get the allowance of a failed SVA test being retested under SVA rules rather than BIVA so as not to disadvantage builders.

 

It is also still true that the BIVA rules are still in draft form and are still being reconsidered . IF it is in use by April 29th it is still likely that revisions will take place on an ongoing basis as anomalies come to light.

 

They also admit that the changeover is far more rushed then they would have liked but they were given time frames to work to with ECWVTA coming into being so have had little choice in the matter ( SVA consultation took over 5 years ).

Ace, a cynical and calm response from a kit car board is to be expected. We have dealt with SVA issues for ten years and are well aware that SVA is not consistently sorted yet and will shortly end with them never getting it completely right despite the efforts from many excellent testers in the local centres.

 

As for DVLA we know that they discourage applications for employment from village idiots on the grounds that they are embarassingly overqualified. I would only talk to them if I had a gun held to my head and a good supply of valium handy(or had to register a kit car).

 

The information will change daily for the next two years, weekly for the following ten and will not be consistent from person to person within DVLA on any one day for the foreseeable future. The only bit I would hold onto is the consistent government practice of financially shafting the public at every opportunity so the new fee is likely to be correct.

Unlike kit car builders we ( at ACE) are trying to bring to attention problems that may arise that affect everyone across the board. The change from SVA to BIVA is only one of them. What may not be an issue to one make of kit may be to another or even to a lowered Saxo, Hot rod or modified Beetle.

 

In the DfT consulation on BIVA there were hidden questions ( quoted on our site) asking if modifying cars after registration was an issue that needed looking at . This is a multi edged question affecting anything from a Nissan Skyline witha 57i air kit on it, through rally prepped Mk1 Escorts to the removal of bumpers from a Dax Rush after SVA.

 

It is the strength in numbers that we are trying to obtain by bringing everyone together. We are even supporting the classic cars that have been 'cut loose' by the FBHVC stating that classics only do 1500 miles per year.

 

It is the creeping tide of anti car legislation in general that we are trying to bring to peoples attention and to provide a one source stopping point to pick up the actual links to the info. Plus it should hopefully become a rallying point to get important info out quickly .

 

Check out the site for the ways that the EU are tightening restrictions of classics car use in Europe. Doesn't concern 'you' ? One day it may be the kit car fraternity looking for more support...strength in numbers remember.

 

Once again appologies if you took my other posting the wrong way, it's just that we are passionate about all of this and are used to finding most have a head in the sand attitude to impending legislation changes .

 

Oh yes , the 3B bit.....I actually don't own a RH 7 though I've helped build 3 for friends plus being involved with a Royale and a Hawk Stratos. My personal passions lie with the hotrod side of things, all of a one off nature and have been hands-o involved in car modifying for over 36 years. I'm simply a petrolhead who understands the pleasure that automotive tinkering brings to all of us and would hate to see it lost to future generations.

My thanks to you,ACE, & all the other posters (posties??) I am grateful for all your work on the legal/rules side. We (me) only want to spend our time playing with our cars (& making sure they are fit for purpose) not dealing with the reams of paper generated by Brussels & London. Please continue the fight so we can continue playing, regards Bob.

On the back of my SVA apointment letter it says that the vehicle must be fully roadworthy with a full tank of fuel. How you inteperet that is a good question. I am making sure that my car is complete for the test so as to avoid any raised eyebrows.

It has been said many times before on here, present a sack of poo for SVA and the examiner will get out his fine tooth comb.

 

Present a complete washed polished shining pride and joy and his attitude will change, presentation does reflect the quality of the build without a doubt.

 

Its a bit like fitting / not fitting the screen before SVA.

 

The tester knows that most of us run with screens so why not present a "complete car" as you intend to use it ?
