Just buy decent all season tyres, I've run my 307cc on them for years with good traction in all weathers. I have them on my xc90 now and in the recent snow it went up hill down dale where other cars were stuck without any wheel spin slips or drama
Just amp clamp the motor when running then see if the amps pulled match the KW rating on the motor rating plate.or voltage test at the motor terminals when running, carefully so as not to electrocute yourself

If it's s7 the car is worth even less, you really need to walk away and find a road legal 2b. It's cheaper in the long run 3.5k to 4k will get you one that's legit then play with it from there.

At 5k run away if it's not correctly registared. You say it's at the top end of your budget IVA and registration is best part 1k and that's assuming it passes and dosent need major work to get it to IVA spec. Sit tight and watch piston heads etc a decent registared car will come up. If you buy it you will be making a very expensive mistake! 5k is way to much for an unregistered 2b
